Yes. Renegade X is a free standalone release from Totem Arts. It does not require Command & Conquer: Renegade, Steam, the EA app, or another paid base game.

Plan for roughly 45 GB of free storage. The official minimum calls for 8 GB RAM and a DirectX 9-compatible graphics card; an SSD, 16 GB RAM, and a modern NVIDIA 1000-series-class GPU are recommended.

How does multiplayer work?

Public and community-hosted matches appear through the official Totem Arts master server. Standard Command & Conquer matches support up to 64 players, with the exact limit controlled by each server.

Does Renegade X support controllers?

Not as a supported first-class feature in the current PC release. Use keyboard and mouse. Community mappings may exist, but PlayBound does not mark controller support from an unofficial workaround.
