No. It is a free OpenBOR fangame by Merso X. Nickelodeon and Konami did not publish it.

Yes. The Game Jolt release is free. PlayBound's one-click path uses a hosted Windows package of that freeware build.

Not natively. Multiplayer is local 4P co-op. Remote friends use PlayBound Couch / phone-as-controller on the host machine.

Yes. OpenBOR binds pads natively for up to four local players. PlayBound does not rewrite a config file.
