Is Mobs Monster free?

Yes. Mobs Monster is released under Open Source / Community and costs nothing. Neither it nor Luanti has any paid content.

What do I need to run Mobs Monster?

Luanti, which is itself free. Mobs Monster is an add-on and will not run standalone.
