Is OpenArena really free?

Completely. The engine is GPL and every asset was created by the community to be freely licensed, so there is nothing to buy, no account to make and no store. You do not need to own Quake III or any other game.

No. OpenArena reuses id Software's open-sourced engine but ships its own maps, weapons, models and sounds. It is a complete standalone game.

Development on the stable branch stopped after 0.8.8. The game was finished by then, and community work since has gone into maps and the experimental OpenArena eXpanded branch rather than new official releases.

Almost certainly. The engine dates from 1999, so integrated graphics will hold well over a hundred frames per second. The only real requirement is about 700 MB of disk space.
